Ballooning, as with any form of aviation, is weather-sensitive endeavor. As you would expect, severe weather such as thunderstorms, and milder weather such as rain and fog keep us earthbound. In addition to this, balloons act as large sails and too much wind makes them difficult to control so we are very careful about how much wind we fly in.
